{"id":8686,"date":"2018-06-25T08:27:11","date_gmt":"2018-06-25T08:27:11","guid":{"rendered":"https:\/\/bscl.prototype.bg\/?p=8686"},"modified":"2026-08-17T08:29:52","modified_gmt":"2026-08-17T08:29:52","slug":"a-contractors-viewpoint-on-the-role-of-the-engineer-in-fidic-by-eugenio-zoppis","status":"publish","type":"post","link":"https:\/\/bscl.prototype.bg\/en\/a-contractors-viewpoint-on-the-role-of-the-engineer-in-fidic-by-eugenio-zoppis\/","title":{"rendered":"\u201cA Contractor\u2019s Viewpoint on the Role of the Engineer in FIDIC\u201d by Eugenio Zoppis"},"content":{"rendered":"<p>\u201c<strong>A Contractor\u2019s Viewpoint on the Role of the Engineer in FIDIC<\/strong>\u201d was published by the Civil Engineering Surveyor magazine (UK) in May 2018. \u00a0This article is based on a conference paper presented at FIDIC-ACEG European Regional Infrastructure Conference, Tbilisi, in Georgia, on 6th March 2018 that was entitled \u201cThe Role of the Engineer: a Contractor\u2019s Viewpoint\u201d.<\/p>\n<p><strong>Abstract<\/strong>: The role of the engineer has been evolving from a third party standing between the employer and the contractor to that of the agent of the employer, with powers which differ according to the model of contracts adopted by the parties.\u00a0 The 2017 Suite of FIDIC Contracts give an increased importance to the Engineer through a robust administrative role in managing the contract and clarify the doubts as to its dual role by taking a clear position for his neutrality when deciding matters or making determinations.\u00a0 From a Contractor\u2019s viewpoint, this generates confidence in the Engineer as the first tier in the process of avoiding disputes before recourse to the DAB.<\/p>\n<p><strong>Eugenio Zoppis,<\/strong>\u00a0(MCIArb, MAPM, GMICE, MCInstCES), is a PhD Researcher in Construction Law at the King\u2019s College in London.\u00a0 He has engineering and legal academic background, with a LLB and a MSc in Construction Law ad Dispute Resolution.\u00a0 He has 30 years\u2019 experience as a project manager, working on the construction of roads, tunnels and hydroelectric projects, and is currently building a large dam for hydro-power generation in Africa.
