Savin Kovachev was born in 1961 in the city of Pazardzhik.
In 1986 he graduated from the Faculty of Law at Sofia University “St. Kliment Ohridski.”
From 2003 to 2009 he was Deputy Minister at the Ministry of Regional Development and Public Works.
Specialization – administrative and property law, legal issues of cadastre, spatial planning, and construction.
Consultant on the implementation of infrastructure projects.
Adviser to the Minister of Investment Planning.
Chairman of the Board of Directors of “PS Holding,” Sofia.
Author of dozens of publications related to spatial planning, construction, and local self-government.
He speaks French, Russian, and English.
